BP's response to my design about May 18 was that it was "too busy."  I took that to mean that there was too much activity around the scene to warrant adding another 51 buoys and boats encircling the Deepwater Horizon's crime scene.  But look at what I found this day, July 5 2010 on their website.  Duh!
